Nijamati Kitabkhana (Department of National Personnel Records (Civil)) has kick-started Faceless service on Friday, January 01, 2025, for Pension Pay Order (pension patta) and other core services. The agency has digitalized its key services relating to pension and government employees, giving them digital services, removing their need to visit the offices physically.
Director General Shravan Kumar Pokharel shared that the agency’s services have been transformed faceless service so that physical presence is not required to avail the main services.
The digitalization of it serves retiring employees and those who resign from their posts. “The services and facilities that employees who leave the civil service receive are available even without physically visiting the library,” Pokharel said.
Nijamati Kitabkhana starts digital services for pensions
One of the best benefits of Nijamati Kitabkhana turning digital is that individuals won’t need to visit the department for Pension Pay Order (PPO). The department inaugurated the service after its testing for up to three times.
“The PIS system will automatically share your photo, signature, and other details from the NID (National Identity Card) server,” Pokharel said. “You can do this either by coming or by sending it to someone as proof of identity.”
The faceless facility is currently implemented in the case of ‘core service packages’ such as PPO, accumulated daily allowance benefit determination letters, drug treatment benefit determination letters, and retirement digital identity cards.
The department has also made time-bound arrangements to ensure that the service is provided to the service recipient. The department says that arrangements have been made to provide the service within two hours.
Digital Kitabkhana services follows ‘Four D Formula‘
The department says that it has implemented the ‘Four D Formula’ to make its core services timely and contactless. The digital copy of the files of retiring employees was already digitized and can be viewed on a computer screen. Now, the documents/files of retiring employees will reach the service desk before the 1st of every month.
The department has ensured digital data sharing through API (Application Programming Interface). Using the API, digital data sharing has been arranged by linking the PIS system with the Department of National ID and the Civil Registration system. ‘From now on, the procedural obligation of having to paste a photo of the service recipient and have to sign a written line has ended,’ the department said.

Director General Pokharel said that the department is also working on the homework of e-pension so that the service will be available from the district after some time. He said that other services provided by the library will also be gradually made faceless.
