Online citizenship recommendation begins in Nepal

Online citizenship recommendation has begun in Nepal. In a major digital governance milestone, Kathmandu Metropolitan City (KMC) has started issuing recommendations required for citizenship from Chaitra 01, 2081. The shift to electronic means will greatly elevate customer experience and strengthen the local level’s trust with the public.

The Department of Information Technology, with the support of the Ministry of Home Affairs and the District Administration Office (DAO), has provided usernames and passwords to ward secretaries through an orientation program for practical practice in operating the Central Citizenship Management System (CCIMS).

For the unaware, to get a citizenship in Nepal, one first has to process it at the concerned ward office (of the areas where one is born). There, the ward prepares a document with the ward chairman’s signature, which has to be later produced at the District Administration Office (DAO) of the district.

The online system provides facilities for entering citizens’ personal details, verifying documents, saving scanned copies, and sending them to concerned offices. This electronic system is implemented by the Ministry of Home Affairs and is already in use in over 2,500 wards across 20 districts.

How does the online citizenship recommendation system work?

This online citizenship recommendation system works with two modules. One is an internal module that is used only on computers with an intranet connection. The External Module is used on computers with an internet connection. The authority has implemented this approach to ensure maximum security.

So, with the online system in use, citizens will need to visit their concerned ward (Inside KMC, for example) for the process. Then, the ward verifies all the details and sends them to the DAO online. That means the DAO won’t need to manually enter citizens’ details into the computer again. It only needs approval.

The system is aimed at making the citizenship recommendation procedure efficient and fast. It’s not entirely online, though. Still, people will need to visit the ward and DAO for the initial process. It’s more like a government-to-government scenario for processing the details online. Anyway, it’s a good start to shifting government services online.

Now, the local government of Kathmandu Metro has started online recommendations for providing citizenship to the public. Let’s hope that e-Governance has more for us in the coming days.
