The government of Nepal is set to decrease the fine for the driving license renewal fee by up to 200%. The Ministry of Physical Infrastructure and Transport has prepared a bill for the management of vehicles and transport – 2081, which proposes a lower license renewal fee and period.
At present, Nepali license holders need to pay up to 500% in renewal, which has been proposed to be lowered to 300%.
Driving license period extended to 10 years
Additionally, the driving license renewal period has been extended from 5 years to 10 years after the amendment on Sub-section (3) of Section 54 of the Road and Transport Management Act, 2049 BS. The House of Representatives passed the bill for extending the license renewal period on Tuesday, April 29, 2025.
Now the bill goes to the National Assembly, and if it passes, it will come back to the House of Representatives. It will go to the President through the Speaker. After the President authenticates it, it will be published in the Nepali gazette (Rajpatra) and be implemented as an act.

License renewal fees for all types of vehicles
At present, a fee of Rs 3,000 is charged in license renewal for large vehicles, Rs 2,500 for medium vehicles, Rs 2,000 for small vehicles, and Rs 1,500 for motorcycles and scooters.

The proposed bill has kept the fee for renewal within 1 year of the expiration date unchanged, while the fine for more than that period has been reduced.

License renewal fine in percentage
Currently, a fine of 100 percent is charged if a license renewal is renewed one year after its expiration. The bill has kept this policy unchanged but proposes lower fines on renewal after a one-year period.
The fine increases to 200, 300, and 400 percent if a driving license is renewed after 2,3, and 4 years, respectively. But the bill proposes 150, 200, and 250 percent in fines for license renewal after 2,3, and 4 years post-expiration.

Similarly, renewal after 5 years of license expiration is charged a 500 percent fine. The bill proposes that it be lowered to 300 percent only.

Currently, one can have their driving license renewed within 90 days after its expiration. This has been kept unchanged in the bill.
